In short
Quote the small word that carries the evaluation, name the device and state the contextual inference. Then say what that reading does not prove. A paragraph about frilosité should explain adverse framing rather than merely announce that an article is biased.

The first clause reports the committee’s stated reason. The second calls its hesitation frilosité, which presents that delay as excessive. A reader can identify that judgement without deciding that further checks were in fact unnecessary. Whether the figures were reliable remains a separate evidential question.

A connected appreciation paragraph
The editorial first repeats the committee’s justification, then describes its attitude as frilosité. This noun does more than report a delay: it frames the wait as excessive hesitation. The nearby encore reinforces the criticism by presenting this delay as part of a series. The reader is thus invited to see verification as an obstacle. This lexical framing does not, however, establish that the checks were unnecessary; the figures and circumstances of the decision would need to be examined.
Keep the explanation proportionate to the evidence. One quoted word may justify a narrow observation about stance; it rarely establishes the writer’s entire political identity or private intention. Connect the inference to the surrounding syntax, attribution and supplied facts rather than adding a list of theoretical terms.
