Read a French risk register, distinguishing a possible event from an incident, the monitoring role from approval authority, and residual risk from closure.

In short
A risk register describes a possible event, its consequences and a planned response. The person responsible for monitoring or mitigation need not have authority to approve a budget. A response can reduce a risk without eliminating it. Check whether an event remains possible, has actually occurred, or has been explicitly closed.

Incident I1 · Accès bloqué

Status words need an object
Ouvert means that this risk remains under consideration; it does not mean the feared event has occurred. Résolu or clôturé would need an explicit status statement and supporting context. In the incident note, a temporary workaround exists while permanent repair is still unverified.
Inès assure le suivi du risque ; la validation de la dépense relève du responsable du budget.
Inès monitors the risk; approval of the expenditure falls to the budget holder.
When relaying a register, preserve the chain: possible event, consequence, monitoring owner, trigger, response, approval and remaining exposure. Omitting one link can turn a contingent plan into an instruction or a workaround into a claimed resolution.
