In short
Ask Qu’est-ce qui a été décidé exactement ?, then distinguish adopté, reporté and envoyé pour étude. If a proposal is being studied, ask who will decide and where the outcome will be communicated. Positive discussion is not automatically final approval.
Yellow the idea to rememberBlue French to learn

You missed the end of a meeting about a shelter in a community garden. A neighbour says “tout le monde était d’accord”, but you need the actual outcome. The organiser clarifies that the idea received support while the location and budget still need study.

Exactly. The minutes specify those stages.
Support for an idea can precede approval
Un avis favorable is a positive view. In this conversation, it is explicitly distinguished from approval of installation. Envoyée pour étude tells you what happens next. The organiser’s full explanation is more precise than deciding the status from a neighbour’s broad report of agreement.
Ask about both status and communication. Knowing who decides is useful, but knowing where the decision will appear lets you check it without relying on another incomplete report. In a different organisation, use its actual procedure rather than assuming the same sequence applies.
