In short
Revise the promise or develop the missing content. Dans un premier temps cannot compensate for a section that never appears. An accurate modest plan is more useful than a grand announcement unsupported by the body.

Draft outline: the introduction promises causes, effects and remedies. The first section identifies two causes; the second describes one effect; the conclusion declares a universal solution without evaluating remedies. The repair is to add a supported remedy discussion or narrow the announced task and conclusion.
Order and depth are separate
A presentation can follow the announced order yet fail to develop one part. Conversely, a developed argument may need its introduction updated because revision changed the order. Ask two questions: can the listener locate each promised section, and does it do the work the title promised?
Nous examinerons d’abord les deux causes documentées, puis les effets observés ; les données ne permettent pas encore de choisir un remède général.
We will first examine the two documented causes, then the observed effects; the data do not yet allow a general remedy to be chosen.
This revised opening names the coverage and the limit. It leaves room for a future investigation without pretending that the present dossier already settles it. Keep a conclusion proportionate to the comparisons actually developed.
