In short
Say Après réflexion, j’ai décidé de ne pas accepter cette proposition, then thank the recruiter. If you genuinely want future contact, add Je serais heureux de rester en contact pour une autre occasion. Keep the current refusal clear; openness to future contact is not a promise to accept another role.
Yellow the idea to rememberBlue French to learn

A refusal can be courteous without leaving the recruiter unsure whether you are still deciding. These four scenes cover the moments before and after the decision. Use the acknowledgement scene only when you actually need time; once your decision is made, communicate it directly.
Acknowledge before deciding
Ask for a short period only if your decision is not yet made.
State the refusal clearly
Keep thanks separate from the decision.
Give only the reason you choose
Name the practical mismatch without disclosing unrelated details.
Respond to a revised proposal
Acknowledge the change without implying an automatic reversal.
Thanks do not replace an answer
Je vous remercie pour votre proposition acknowledges the effort but does not say yes or no. J’ai décidé de ne pas accepter supplies the decision. Using both lets you be appreciative and specific. Avoid phrases such as je vais voir if there is nothing left to consider.
A practical explanation can stay limited
The travel requirement does not fit the applicant’s availability. That is enough information for this explanation. Je préfère ne pas entrer dans les détails personnels sets a limit on further disclosure. The applicant does not need to criticise the entire organisation to explain why this particular role is unsuitable.
A new proposal is a new question
If changed conditions make you reconsider, ask to examine them. If they do not, Je maintiens ma décision gives a clear answer while recognising the effort. The last scene demonstrates that response. Do not express future interest merely as a polite automatic closing if you would not want contact.
The examples use heureux for a male speaker; a female speaker can say heureuse. Adapt the form and the future-contact line to your own position. Keep the decision and the wish for future contact separate, since each expresses a different intention.
