In short
A speech needs an identifiable audience, a purpose and a position carried through integrated evidence. It should not merely announce “document one says… document two says…”. The dossier informs the speech; the prompt decides whom you address and what you are asking them to consider.

Situation
Document A: local report
Compare two openings
Source-by-source opening
Le document A parle des bibliothèques. Le document B parle du personnel. Je vais résumer les deux documents.
Audience-directed opening
The model addresses the council, names a practical purpose and states a proposal. It joins the report’s demand evidence to the staff’s capacity objection within one decision problem. The word localement preserves the report’s scope. Cependant marks a genuine limit; it is not a decorative formal connector added to otherwise unrelated summaries.
Tap one on the left, then its partner on the right.
The rest of the speech should develop the proposal, answer the strongest objection and return to the council’s decision. Audience address alone is insufficient if the body becomes an impersonal catalogue. Conversely, repeating “Mesdames et messieurs” in every paragraph does not create coherence. Use paragraph purposes, clear transitions and a conclusion that asks for an action consistent with the evidence.
