Agir sur la demande is broader than specifying a measure. Follow it with a mechanism: en réduisant l’éclairage des locaux vides. A gerund sharing the subject can explain the means. Agir en faveur des usagers identifies beneficiaries but does not by itself say which measure is chosen. Agir contre le gaspillage identifies a problem, not a measured result.
