See its fixed structure, indicative verbs and stronger tone, then check what it concludes.

In short

Force est de constater que means “we must acknowledge that” or “one has to admit that”. It introduces a firm observation, often after hopes or expectations have been disappointed. Keep the fixed opening, then add que and a complete clause, normally in the indicative.

A short project assessment

Read it in English

In June, our team replaced the registration form. The aim was twofold: to make the process easier and answer every request within three days. The new form has only six questions. Users complete it faster and ask for help less often.

However, requests still arrive in three different inboxes. The same request sometimes passes through two departments before reaching the right person. Last month, the average response time was still eight days. We must acknowledge that simplifying the form has not been enough to shorten that time.

The team therefore proposes centralising requests and appointing someone to allocate them. The form has made registration easier; the next stage concerns processing applications.

OpeningObservationMeaning
The delays remain long.
The measure has not been enough.
A step is missing.

In the last row, que becomes qu’ before une. The verb in the fixed opening stays singular: force est. The verb inside the observation follows its own subject: les délais restent, une étape manque.

It seems that the delay is still too long.

Focus: a tentative assessment

We must acknowledge that the delay is still too long.

Focus: a firm acknowledgement

In a meeting, On doit reconnaître que le délai est encore trop long gives a plainer version of the same acknowledgement. In the report, the formal expression marks the point where the writer takes stock of the result.
