An obstacle is different from a refusal
Je n’ai pas pu venir : mon train a été annulé.
I couldn’t come: my train was cancelled.
A specific missed occasion, with its cause.
Je ne pouvais pas venir ce jour-là : je travaillais.

The imparfait describes the circumstances that prevented the visit.
For unwillingness, use vouloir: je n’ai pas voulu venir means “I didn’t want to come”. With pouvoir, the focus is on what the situation allowed. Both negative past tenses can describe a missed visit; the surrounding account shows whether the speaker is describing the circumstances or reporting the occasion as a whole.
Can j’ai pu mean “may have”?

Here pouvoir offers a possible explanation. It is not an achievement or a deliberate attempt to forget.
