In short
Depuis + present = something that started in the past and is still going on: J'apprends le français depuis un an (I've been learning for a year). Il y a + past = how long ago something happened: Je suis arrivé il y a un an (I arrived a year ago). Pendant = for a finished duration.

What is the difference between depuis and il y a?
English uses the present perfect ("I have lived") where French uses the present with depuis: J'habite ici depuis 2020. Using the passé composé there (j'ai habité ici depuis…) is a classic error. Depuis works with a duration (depuis deux ans) or a starting point (depuis 2020, depuis lundi).
- J'ai habité ici depuis deux ans.J'habite ici depuis deux ans.
Still true: present + depuis.
- Il est arrivé depuis une heure.Il est arrivé il y a une heure.
A past moment: il y a.
- J'ai étudié depuis trois heures hier.J'ai étudié pendant trois heures hier.
Closed period: pendant.
