Une écharpe pour l’hiver
  1. Cliente

Je peux toucher cette écharpe ?

    May I touch this scarf?

  2. Vendeur

Of course. It is made of wool.

  3. Cliente

Toucher is the usual broad verb here. Tâter would bring the examination by hand into focus. For texture itself, use au toucher: doux au toucher for a masculine object, douce au toucher for a feminine one. The adjective changes; au toucher stays the same.

What else does toucher mean?

Elle touche son salaire à la fin du mois.

She receives her salary at the end of the month.

Your message moves me deeply.

The object tells you which meaning is active: a salary is received, a message can move you, and a scarf can be touched. Tâter keeps the idea of feeling something out; it cannot replace toucher in these two examples.
