In short
Open softly (petite question…), use on to share the problem (on pourrait faire un planning ?), propose concrete tasks (je fais la vaisselle, tu sors les poubelles ?) and close warmly. Ça te va ? (does that work for you?) keeps it collaborative.

- Hello ! Petite question : on pourrait faire un planning pour le ménage ?Hi! Quick question: could we make a cleaning rota?
- Ah oui… désolé pour la vaisselle d'hier 😅Oh yes… sorry about yesterday's dishes.
Reassure him
Propose a split
- Ça marche ! Et l'aspirateur, une fois par semaine ?Sounds good! And the vacuuming, once a week?
Agree and close

La coloc (colocation) is very common among students and young workers in France. Many flat-shares put a planning de ménage on the fridge. Using on (we) rather than tu (you) makes requests sound shared and less like criticism.
- Tu dois faire la vaisselle !On pourrait se partager la vaisselle ?
A suggestion works better than an order.
- Je fais l'aspirateur.Je passe l'aspirateur.
Vacuuming uses passer.
