In the first row, elle is moved and cannot speak; in the second, il insists and annoys everyone. Keep that link when shortening. If you want a different person to carry out the result, name them after au point que. The verb in a stated, actual result clause is in the indicative.
Where does the negation go after au point de?
Elle était déçue au point de ne pas vouloir répondre.
She was so disappointed that she did not want to reply.
Ne pas comes before vouloir. With “no longer”, use ne plus: ne plus vouloir répondre.
The result can be welcome or unwelcome: Il a progressé au point de pouvoir travailler seul is positive. Compare pour progresser: that gives a purpose, something the person aims to do. Au point de describes how far the situation goes and what follows from it.
