In short
Use un billet de train for a train ticket and un ticket de caisse for a shop receipt. Both nouns are masculine. Un billet de dix euros is a banknote; a parking fine is une amende.

At the till, de caisse gives the meaning. A train ticket is un billet de train.

The currency follows de. For ten tickets, say dix billets.

Billet names the ticket in either format. Un billet papier specifies a paper one.

For admission, you will meet both billet d’entrée and ticket d’entrée. Transport services also use their own labels. The whole expression is a better guide than the ticket’s size or price.
