In short
Say Pas encore. Encore deux minutes, s’il vous plaît. when the server asks whether you have chosen. To order only drinks, add Pour les plats, nous n’avons pas encore choisi.

Encore means “another” in encore deux minutes. In pas encore, the same word helps mean “not yet”. A simple oui answers the question just asked: after an offer to take drinks, follow it with the drink you want.
